Verdict: the cybersecurity flow won, cleanly. The Rubin low was broken on Monday and repaired by Friday. Both scored; one open question carried.
Last Sunday put the whole question on one number: the cybersecurity fund CIBR at 94.40, with the August 28 close of 98.56 overhead and the September 2 low of 93.54 underneath. A close above the first meant the money that had been flowing into the sector for a month had reached the price; a close below the second meant the money was late. The answer came on Monday, and it came all at once. The weekend’s frontier-model news sorted the market — chips sold, software bought — and the security names were the software the market wanted: CrowdStrike, Palo Alto, Zscaler and SentinelOne rose 13–17% in one session, and CIBR closed at 100.05, through 98.56 on the first day it could. It stayed above the line every close of the week, made 101.66 on Thursday and finished Friday at 99.87, +5.8% on the week, 2.3% under its August 13 record close. By the rule we wrote, the money was early and the sector keeps its year. Scored: the flow won.
The Rubin doors scored the other way, and then back. Rubin Build-Out 100 (equal weight) was 1,962.86 on September 11 with the 50-day at 1,989 overhead and the September 2 low at 1,877 as the falsifier of the rising-lows argument. Monday’s sort took 5.5% off the index in a day, to 1,854.89 — under the low — and Tuesday closed lower still at 1,845.37. Wednesday, the day the Fed raised its policy rate, closed at 1,876.23, seventy-seven cents under the line. Then the reclaim: Thursday 1,904.73, Friday 1,954.97, +2.6% on the day as the equipment names finally joined the chip bid. The week ends −0.4%, the low was lost for three closes and retaken, the 50-day was never in play. Honest scoring: the rising-lows argument was falsified and then restored, and the first door is still shut. The Nasdaq 100 fund closed at 721.45, inside its 701 / 746 frame and 1.6% above the 50-day. Oracle’s window closed on Tuesday sold; Adobe’s, beside it, paid.
